This is one of the dumbest things I've heard yet. Any tribal council member who wants to attend council meetings is able to do so. The better question would be "Why are there so many council meetings schedualed for which there is no quarem"? A look at the attendance record of council members who regularly do or do not attend meetings should be a sign to the rest of us as to who we should be voting for when the next elections come around. What good is electing a council when the members you elect - elect not to show up and participate? There are no hush hush meetings - just members that choose to ignore the duties for which they were elected.
