Tribal council is hiding behind 290.9 How may a tribe use net gaming revenues if it does not have an approved tribal revenue allocation plan?

Without an approved tribal revenue allocation plan, you may use net gaming revenues to fund tribal government operations or programs; to provide for the general welfare of the tribe and its members; to promote tribal economic development; to donate to charitable organizations; or to help fund operations of local government agencies.

We need a tribal council who wants the tribal members to have percap.

  1. Again, all your concerns and complaints come down to the fact that you are no longer getting your per cap payments in the ammount you grew used to and lazy with. The tribe is currently attempting to provide for the general welfare of the tribe, it's members, and the tribe's economic developement - but that takes money and it takes sacrifices - which you do not seem willing to make. Our ancestors would shake their heads in saddness at how the people are behaving today. You have forgotten all the sacrifices they made for the future of their people in aquiring this land for you. They would be ashamed that it has all come down to whether or not you are getting as much free services and money as you would like so that you do not have to put as much effort into your future or the futures of your children. We have become a people reliant on tribal welfare to be handed out once a month so that we do not have to work as hard for the things that we want. You are ignorant of what being a Meskwaki is all about.
